These set of questions will help us understand how far the effectiveness approach taken by the government and NGO’S to help reduce problem effecting symptoms of baby dumping and to revealed public opinions regarding other methods that had never been realized before to resolve this matter. All information given will be kept completely confidential.
Part 1: Effectiveness Level Approaching To Solving Baby Dumping Matter
For this part, please read and do comments each statement given showing the efforts to prevent baby dumping and answered must refer to the following indicator with own reason to support it.

1) Ministry of Women, Family, and Community Development had introduced ‘Talian NUR – 15999: Community Crisis Centre’ in order to reduce social problem that interfere in society such as abandoned babies, child abuse, counseling and etc. Malaysian was pleased to use this line to giving cooperation with the government to overcome the social problem.
2) Police suggest DNA bank to address baby-dumping issue. A bank to keep the deoxyribonucleic acid (DNA) of all new born babies should be set up to facilitate investigations of cases involving baby-dumping. This would facilitate the police in identifying parents of the babies concerned. Although it is going to take time and involve a high cost, it is the best solution to address cases of baby-dumping in the country.
3) Referred to Minister of Women, Family, and Community, unwed parents who unable to take care for their children should approach the various institutions under the ministry or the Welfare Departments. Similar to Orphan CARE, the country’s first baby hatch, the 104 district welfare offices, 60 institutions and 55 clinics set up by the ministry are open to parents to give up their children for adoption.
4) Malacca established a school for pregnant teenager named as Sekolah Harapan to be the solution towards eliminating baby-dumping. The school, managed by the Malacca Islamic Religious Council (MAIM), is also managed to preserve family unity as the teen mothers have chosen to raise their respective offspring, rather than put them up for adoption. Furthermore, majority of the students chose to return to normal schooling after delivering, some stayed to learn a trade, take up religious classes, or learn to bring up their babies.
5) Education that emphasizes the sanctity of the relationship of men and women should be exposed from an early age as well as prevention of religious and cultural institutions. Focus on education as the key solution and will embark on an “Awareness of Sexual Reproduction” campaign to prevent sexual woes among youngsters to tackle unplanned pregnancies and sexually transmitted disease.
6) Government can consider enacting a law to allow a parent to confidentially surrender a baby to any hospital emergency room or any designated place. The parent should also not be arrested or prosecuted.
7) Enforcement should be adopted to serve as a lesson to the members of the community. In the draft Criminal Justice Malaysia penal code, also states that those who throw the baby will be sentenced to prison for 20 years. The penalty imposed is imprisonment and fines that could implementation to the offender. They should be severely punished. Punitive action is implemented to curb the further spread.
8) The kafe@TEEN Adolescent Centre is a modern and youth friendly centre established by the National Population and Family Development Board (NPFDB) to assist young people between the ages of 13-24 years to go through their adolescent years with confidence and ease. It provides modern facilities and organizes interesting programs and activities where young people can get together to share experiences and interact with one another. With this effort, young people can fill their leisure time in healthy way and can avoid bad influence.
